How Builders Can Participate

By joining the BGE ENERGY STAR for New Homes Program, you can achieve market differentiation along with improved customer satisfaction and reduced callbacks.  As a participating homebuilder you will also benefit from financial incentives as well as technical support and training to help you meet program guidelines and marketing support and training to help you gain recognition as an ENERGY STAR builder. 

Incentives:

The following incentives are available for builders who construct homes in BGE's service territory that meet or exceed the EPA ENERGY STAR for New Homes Program's Performance path guidelines.  The more energy-efficient the home, the higher your incentive:

  • Tier I: $400 for an ENERGY STAR qualified home with a HERS Index 85.
  • Tier II: $800 for an ENERGY STAR qualified home with a HERS Index 80.
  • Tier III: $1,000 for an ENERGY STAR qualified home with a HERS Index 75 .

Additional incentives* are also available for the installation of the EPA's Advanced Lighting Package:

  • $325 for completion of the Advanced Lighting Package in attached** homes.
  • $525 for completion of Advanced Lighting Package in detached homes.

*A builder can apply for both the ENERGY STAR and Advanced Lighting Package incentives for the same home, but if the builder earns both of these, the Advanced Lighting Package lighting measures cannot be used towards the calculation of a lower HERS index in order to qualify for the ENERGY STAR Tier I, II, or III incentives.

**Attached homes include duplexes and townhouses. Multi-family buildings, such as apartment complexes and condominiums, are not eligible for financial incentives through this program.

Eligibility Criteria:

To be eligible for incentives, your homes must:

  • Be separately metered,
  • Be single-family residential construction (attached homes included**),
  • Have electrical service provided by BGE,
  • Be completed within 12 months of application submittal,
  • Have all required ENERGY STAR inspections, and
  • Not have broken ground (final grading inspection) before June 1st, 2009.

Online Home Registration System:

After your Program application has been approved, to register accepted homes with the Program, provide required information and request incentive payment, please visit the Online Home Registration System. You will need the email address and password you used when you completed your intial Program application.

How to Participate as a Rater

Certified Home Energy Raters are integral participants in the BGE’s ENERGY STAR for New Homes Program. With your support, builders participating in this Program construct energy-efficient, safe, and comfortable homes. To earn the ENERGY STAR label and qualify for Program Incentives, Builders must work with a RESNET accredited HERS Rater who has submitted the Program’s Online Rater Agreement.

Online Program Application:

To become an approved Program Rater, please complete the Online HERS Rater Application.

Online Home Registration System:

After your builder's Program application has been approved, to register their accepted homes with the Program and provide required information and documentation, please visit the Online Home Registration System. You will need the email address and password you used when you completed your intial Program application.
